The 39-year-old was arrested in Stoke-on-Trent as part of an investigation led by the Gambling Commission and supported by Staffordshire Police.
The man is alleged to have committed offences under Section 33 and 330 of the Gambling Act 2005.
The Commission said it will not be commenting further at this time.
