The Council’s Taxi Licensing Service has a vacancy for a full time Taxi Enforcement Officer to conduct daily taxi patrols between the hours of 07:00 & 19:00 hours (on a rotational basis) as well as general duties involving complaint investigation and enforcement action. The Taxi Enforcement Officer will need to have at least 12 months experience in undertaking Taxi patrol/enforcement type work. The officer’s primary role will be to ensure that the hackney carriage and private hire trade in Milton Keynes are compliant with the law and Council Policy in order to promote public safety. The officer will also deal with drivers and vehicles licensed by other Councils and provide information to other Council’s when dealing with licensing breaches. The role will also be required to work evenings and weekends on an ad hoc basis..

Key Duties

  • To approach licensed vehicles with a view to recording vehicle and driver details.
  • To identify and record any potential breaches of licensing law and Council policy/conditions.
  • Instruct drivers to produce information, documentation and to move on from certain areas.
  • To issue Formal Suspension Notices to drivers who are in breach of their licenses and then record these Notices on the Council's computer system.
  • To discuss with the Enforcement Team Leader what further action(s) should be undertaken such as revocation, suspension, prosecution or issuing of penalty points to drivers when licensing breaches are identified.
  • Investigate complaints about licensed drivers.
  • Complete prosecution files and Committee reports.
  • Attend Court/Council Committees when required.

Experience, Qualifications and any Mandatory Requirements

  • Minimum of 12 months experience in an Enforcement type role.
  • An understanding of PACE and how it is applied in Local Government.
  • Knowledge of Outlook, Excel and Word software.

Skills Required

  • Must be a team player and able to work with - and take instructions from – the Enforcement Team Leader and Taxi Licensing Lead.
  • Must have a valid driving licence and own transport.
  • Needs to be flexible and be able to work alone and during un-sociable hours.
  • Must have excellent communication skills and be able to deal with conflict and aggression in a calm, confident and professional way.
  • Must have good written and verbal communication skills.
  • The ability to use APP (flare), Firmstep, Word, Outlook, Excel, Teams. Must be IT literate.
  • Excellent customer skills and telephone manner.
