As a Licensing Officer, you will be processing and determining licence applications, offering advice to applicants, licensees, and other stakeholders, investigating complaints received about licensed and unlicensed activity, and carrying out appropriate enforcement action to ensure compliance. The role is key in ensuring compliance with licensing law, including alcohol, animal welfare, gambling, taxis, scrap metal and street trading to name but a few. The role also includes working in partnership with external agencies.

You will need to be able to communicate effectively with the public, applicants, partnership agencies and Members of the Council, be able to work on your own initiative and as part of a team and have a willingness to work out of regular hours to attend committee hearings, undertake site inspections, enforcement, joint operations, and complaint investigations.

Role Overview: 

To carry out all the Council’s licensing administration and enforcement duties in connection with the licensing of premises and persons, with the aim of ensuring compliance with the provisions of all licensing and associated legislation administered and enforced by the Council.

Key Responsibilities: 

  • To investigate complaints relating to the licensing legislation enforced by the Council.
  • To regularly check licensed premises, persons and vehicles, to ensure compliance with all appropriate legislative and licence conditions, and to instigate the appropriate enforcement action necessary to protect the public.
  • To undertake inspection of premises on receipt of applications and to ensure compliance with legislation and licence conditions, and where necessary provide recommendations and reports leading to enforcement action.
  • To keep abreast of all licensing legislation and associated guidance and to make recommendations on the efficiency and effectiveness of the service.
  • To prepare reports for the Council’s Licensing Committee, attend the committee & other meetings as and when reasonably required and present such reports.

Qualifications and Skills: 

  • Knowledge in general principles of criminal law and enforcement practice.
  • Recent experience in the application of licensing or similar legislation. 
  • Experience in the gathering and assessing of evidence, the preparation and instigation of enforcement action.
  • Good organisational skills and able to manage workload in an efficient, effective manner.
  • Able to communicate effectively in writing and orally to members, officers and the public.
