About the role:
The successful candidate will work within a team which has responsibility for licensing and regulation of hackney carriages and private hire vehicles, drivers and operators, Licensing Act 2003, Gambling Act 2005, street trading and charitable collections.
Responsibilities:
• to assist in the delivery of the objectives set out in the service plan
• to assess and determine licence applications and related matters correctly in an efficient and timely manner in accordance with legislation and the councils’ policies
• to deal with requests for information and advice relevant to licensing matters as required including presentations at forums and briefing sessions for Councillors, the general public and other agencies
• to maintain an awareness and understanding of new legislation and/or best practices relevant to licensing sufficient to perform tasks related to the post and to provide expert advice to others, and assist in implementing any resulting changes to policies, procedures and practices
• to produce and present reports to committee for licence applications and enforcement actions
• to carry out investigations into complaints and enforcement work to regulate licensable activities, including interviews of relevant persons, compilation of reports, statements and files for enforcement action and to attend Court to give evidence in relation to appeals or prosecutions as required
• to keep accurate records of all work undertaken on the relevant licensing database and ensure maintenance of the public registers
• to carry out proactive and reactive inspections of premises, vehicles and drivers and examine records and equipment to ensure compliance with licensing legislation and conditions
• to assist in co-ordinating the local Safety Advisory Group as required
• to attend internal and external meetings to represent the Licensing team as required, for example Pub Watch and working groups
• to invigilate and manage the knowledge test process including periodic review of the content of the tests
• to assist in review and development of licensing policies and documentation such as application forms and model licence conditions
• to ensure the correct fees and charges are levied
• to carry out mediation between licensees (and their representatives) and responsible authorities or other objectors to negotiate solutions where possible
• to maintain confidentiality in respect of all licence applications and other related matters at all times
• to work outside normal office hours, including evenings and weekends, to undertake routine inspections and enforcement activity
• to liaise and work with other Council departments, responsible authorities and government agencies as necessary
The duties may vary from time to time without changing the nature of the post or the level of responsibility and the post holder may also be required to carry out any other duties appropriate to the grading of the post.
Requirements:
• educated to degree level or have a relevant professional qualification or extensive experience in licensing or closely related field
• one year’s experience in licensing or a similar statutory enforcement role
• competent user of Microsoft Office, e.g. Word, Excel, PowerPoint.
• use of licensing databases
• excellent interpersonal and communication skills
• ability to work under pressure and to tight deadlines
• able to effectively prioritise workload
• proven team working skills
• full driving licence and access to a vehicle for business use
• able to work during the evening and night plus at other times outside of normal working periods
• political awareness and the ability to escalate issues to senior managers to enable them to inform elected members
